ST. JOHN’S, Antigua -Regional social worker Francis Joseph has told authorities in Antigua & Barbuda to engage in serious planning and research before using boot camps to rehabilitate delinquent youth.
Two weeks ago, education minister Jacqui Quinn-Leandro announced the mandatory boot camp for repeat juvenile offenders.
However Joseph the former Director of Child Fund Caribbean says the boot camps may cause more harm than good if they are not implemented properly.
