ST. JOHN’S, Antigua – The fisheries division says it wants to enforce a closed season for lobster fishing but notes its hands are tied.
Chief Fisheries Officer Cheryl Jeffrey Appleton says the regulations which give the power to implement such a measure have not been approved.
She says the closed season would allow the resource to multiply in numbers.

I’m still waiting for a National Marine Sanctuary but I’ll settle for the name of the culprit not approving the regulations followed by the persons responsible for enforcing them.
